DPOB: 1/30/1981- Honduras. VIOLATION: Possession W/Intent to Distribute a Controlled Substance. Judicial District: Tegucigalpa, Honduras. DATE, TIME AND PLACE OF ARREST: 03-04-2005, at approximately 5:00 PM in Comayaguela, Honduras. ACTION ON DEFENDANTS: All defendants remain in the custody of Honduran authorities. EXHIBIT: Exhibit 1, 25 kilograms of suspected cocaine was seized on 03-04-2005, at approximately 5:00 PM., by elements from the Lucha Contra el Narcotrafico (DLCN) from a residence located at Las Uvas number 21 in Comayaguela, Honduras. The exhibit was processed according to the administrative policies of the DLCN. Details: 1. In early October of 2004, CS-02-109072 provided the TCO and the INL supported Vetted Unit (TCOVU) with intelligence regarding the cocaine trafficking organization of Alberto CROOKS-SAENZ (GFTI-05-4004). The TCOVU commenced analyzing telephone toll data and conducted surveillances of several meetings between CS-02-109072, and various members of the CROOKS-SAENZ organization. 2. In December of 2004, SA Tony Sanes directed CS-02- 109072 to introduce CS-05-118192 to the various members of the organization. The CS was introduced to Rene RANGEL, a mid-level distributor for the organization. Over the course of three months, the CS and RANGEL subsequently had several meetings where they discussed narcoticS trafficking. 3. On 3-04-2005, CS-05-118192 was contacted by Rene RANGEL, who advised the CS that he had 25 kilograms of cocaine to sell. 4. On 3-04-2005, SA Tony Sanes and elements of the TCOVU, formulated and executed a surveillance of a meeting between the CS and RANGEL. 5. Because of this surveillance, SA Sanes and the TCOVU were able to identify a vehicle that was being utilized to transport cocaine. Additionally, the surveillance revealed a residence located at Las Uvas #21 in Comayaguela, Honduras, that was being used to facilitate the re- packaging of kilogram size bricks of cocaine. 6. On 3-04-2005, at approximately 5:00 P.M., the TCOVU provided intelligence gleaned from the surveillance to elements of the Lucha Contra el Narco trafico (DLCN) and the Frontier Police (FP). 7. This intelligence resulted in a search by the DLCN and the FP of a 2001 Mazda pick-up, white in color, bearing Honduras vehicle plate PAB 3935. At the time of the search, the vehicle was occupied by defendant GUIFARRO. Located on the person of GUIFFARRO was a fully loaded 9mm semi-automatic pistol. Located within the cab of the vehicle was a 12-gauge shotgun loaded with 5 rounds of ammunition. Located within the bed of the pick-up was an ice chest that contained approximately 25 kilograms of cocaine. GUIFARRO was subsequently placed under arrest for narcotic violations. 8. A search of the residence located at Las Uvas number 21 conducted by the DLCN and the FP resulted in the seizure of a metal press used to repackage cocaine, packaging material, various metal stamps that contained logo markings, approximately 55 lbs of manitol, and a 22 caliber pistol. Arrested at the residence for narcotics violations were defendants: GARCIA-ROMERO, TINICO-COLEMAN, and MAIRENA-MARTINEZ. 9. This cable is being submitted in lieu of a DEA 6 in accordance to DEA Agent Manual, Section 6242.11. 10. The TCO will report information, as it becomes available regarding this matter. 11.
