C O N F I D E N T I A L DUBLIN 000354 SIPDIS E.O. 12958: DECL: 10/27/2014 TAGS: PREL SUBJECT: IRELAND: SOMALIA-IGAD DEPLOYMENT PLAN REF: STATE 47850 Classified By: POL/ECON CHIEF MARY DALY, FOR REASONS 1.4 (B), (D) (C) On March 22, Emboff delivered reftel points to Pauline Conway, Counselor, Africa Desk at the Department of Foreign Affairs. Conway said that Ireland and the EU share USG concerns regarding the deployment of the Intergovernmental Authority on Development (IGAD) forces in Somalia. She added that in order to gain EU support, IGAD must provide clarification on its motives and modalities in Somalia. She said that the EU will not back any peace support mission in Somalia without a clear plan on the way forward. She also added that the EU may not be opposed to suggestions of participation in IGAD by Ugandan and Sudanese forces. BENTON
