US embassy cable - 05DUBLIN354

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

(C) On March 22, Emboff delivered reftel points to Pauline
Conway, Counselor, Africa Desk at the Department of Foreign
Affairs. Conway said that Ireland and the EU share USG
concerns regarding the deployment of the Intergovernmental
Authority on Development (IGAD) forces in Somalia. She added
that in order to gain EU support, IGAD must provide
clarification on its motives and modalities in Somalia. She
said that the EU will not back any peace support mission in
Somalia without a clear plan on the way forward. She also
added that the EU may not be opposed to suggestions of
participation in IGAD by Ugandan and Sudanese forces.
