1.  On March 20, EconChief delivered reftel demarche to 
Ministry of Finance A/US for Revenue and Budget Khalid Al- 
Bustani.  EconChief stressed our hope that the World Bank 
Executive Board could approve this nomination quickly.  Al- 
Bustani promised to discuss our nomination with MinState 
Khirbash (the UAE's Alternate Governor to the World Bank). 
Al-Bustani said that the UAE would consider the U.S. 
request.  He noted, however, that the Kuwaiti Executive 
Director representing the UAE also represents 12 other 
countries (Egypt, Iraq, Jordan, Lebanon, Libya, Maldives, 
Syria, Yemen, and the GCC - except Saudi Arabia), implying 
that the Executive Director would need to represent the 
views of all of his constituents, not just the UAE.
