Embassy officers on March 15 delivered points and press release (paras 2-3 reftel) as a non-paper to MFA UN/OAS division director Michelle Cohen, and briefly explained the main points. She thanked us for the information and undertook to share it with her security affairs section and Middle East-Africa director Jose Juan Hernandez Cimadevilla. Cohen offered no substantive reaction.
