SUBJECT: REQUEST FOR DOS REVIEW OF POST-VETTED UNIT OF EC 
ARMY 
 
1.  This is an action message - please see paragraph 4. 
 
2.  The Embassy has developed plans to train members of 
Ecuador's 19th Jungle Brigade (HQ in Coca), 25th Special 
Forces Group (Esmeraldas), 11th Marine Infantry Battalion 
(San Lorenzo), and 13th Infantry Brigade (Machachi). Bio 
information for unit commanders follows: 
 
-- GONZALEZ Rossero, COL Patricio.  19th JB.  DPOB: 21 June 
1959, Quito. 
 
-- NARVAEZ Gomezcoello, LTC Freddy Oswaldo.  25th SF.  22 May 
1961, Quito. 
 
-- GAVILANES Barcallo, CMDR Ramon.  11th MIB.  17 Oct 1962, 
Cuenca. 
 
-- GAIBOR Escobar, COL Marcelo Gilberto.  13th IB.  27 May 
1956, Puyo. 
 
3.  The Embassy has conducted record checks in accordance 
with established internal standard operating procedures and 
possesses no credible information of gross violations of 
human rights committed by the above-named trainees as of this 
date. 
 
4.  The Embassy requests Departmental review of its vetting 
results so that the planned training mission can go forward. 
A response by April 15 would be much appreciated.
