 1.  (U)  This is an action request for human rights 
verification required by the Leahy Amendment; see para. 2. 
 
2.  (U)  JUSMAGTHAI has requested that the Embassy/State 
Department complete human rights vetting for Cpt. Mahaesuk 
CHINMART, 2nd Armor Division, King's Guard, WCN S112 who has 
been selected to attend the Specialized English Language 
Course at Defense Language Institute in Texas from March - 
August 2005 and the UH-60 Aviator Qualification Course at Ft. 
Rucker, AL from 16 Aug. - 4 Oct. 2005.  Embassy Bangkok 
possesses no credible information of gross violations of 
human rights by this individual.  Embassy Bangkok Political 
Counselor, Robert J. Clarke, is the verifying officer for the 
Embassy/Department of State.
