C O N F I D E N T I A L DUBLIN 000326 SIPDIS WHA/CCA DRL/MLA IO/SHA E.O. 12958: DECL: 10/27/2014 TAGS: PHUM SUBJECT: IRELAND: CO-SPONSORING THE CHR RESOLUTION ON CUBA REF: STATE 44494 Classified By: POL/ECON CHIEF MARY DALY, FOR REASONS 1.4 (B), (D) On March 15, Emboff delivered reftel points to Gavan O'Leary, First Secretary, Human Rights Unit at the Department of Foreign Affairs. O'Leary said that before Ireland chooses its course in deciding whether or not to sponsor the USG Resolution, it must consult with EU partners. To date, according to O'Leary, the EU has not formally discussed the Cuba Resolution. O'Leary said that Eamonn Mac Aodha, Director of Human Rights Unit is currently in Geneva and meeting with EU colleagues. An answer may be forthcoming over the next few days. BENTON
