 1. (C) Charge discussed Ref. A points on Syria/Lebanon, 
Israeli-Palestinian affairs, Iraq, and Magen David Adom, with 
MFA Under Secretary Abdullah Rashid Al Noaimi on March 16. 
On Syria and Lebanon, Al Noaimi said that it was the UAE,s 
position that the Syrians should undertake the complete and 
immediate withdrawal of all their forces from Lebanon before 
the Lebanese parliamentary elections in the spring. 
Referring to the Arab League states, he said that was "almost 
everyone's" goal, except for Syria and some in Lebanon. 
 
2. (C) On Israeli-Palestinian issues, Al Noaimi cited 
extensive UAE housing projects and humanitarian assistance to 
the Palestinians.  Asked about budgetary aid to the PA, Al 
Noaimi would not state a figure, saying only that the UAE and 
the PA were discussing it.  Charge also said that the USG 
wanted to urge the UAE to follow Egypt and Jordan's example 
of strengthening diplomatic ties with Israel.  Al Noaimi 
replied that the UAE, along with other Arab states, are 
committed to normalization in the context of a lasting peace 
between the Israelis and Palestinians. 
 
3. (C) Regarding Iraq, Al Noaimi told Charge to expect a UAEG 
statement in support of the Iraqi political process, and that 
the UAE would welcome the new Iraqi government.  (Note: The 
UAE has maintained diplomatic relations with Iraq and its 
embassy in Baghdad since the end of the war.) 
 
4. (C) On the issue of the Israeli national society, Magen 
David Adom (MDA), Al Noaimi told Charge that the UAE would 
like to find a solution -) implying it would support a 
diplomatic conference -- to the long-standing issue of MDA's 
membership in the International Red Cross/Red Crescent 
Movement.
