1.   SUMMARY: This cable provides information for 
   Slovakia's Export Control System Standards, "Short 
   Form", as requested by State 034285. 
 
2.  Begin "Export Control System Standards" Short Form 
 
I.   What government agencies & offices are involved in 
     developing export control policies and implementing 
     export control regulations in the following areas: 
  A. Control lists: 
     1. Licensing authority (both munitions and dual- 
     use, if different). 
        In Slovakia the Ministry of Economy, Department 
    of Sensitive Goods and Trade Management is the 
    licensing authority. 
     2. Interagency review of licenses. 
        Agencies involved in the review of license 
    applications are Ministry of Economy, Ministry of 
    Foreign Affairs, Ministry of Defense, Customs 
    Directorate, and Nuclear Regulatory Agency. 
  B. Developing and maintaining watch lists (entity 
  lists): 
        This responsibility falls to the Ministry of 
Economy. 
  -    Investigation of violations. 
       This responsibility falls to the Ministry of 
  Interior, Police Presidium. 
  C. Border Control, in particular: 
     1.   Targeting suspected shipments; 
       Slovak Customs Directorate 
     2.   Conducting inspections; 
       Slovak Customs Directorate 
     3.   Seizing unauthorized items; 
       Slovak Customs Directorate 
     4.   Arresting violators, and 
       Police Presidium 
     5.   Patrolling the green border. 
       Police Presidium, Border and Alien Police 
  D. Industry Outreach 
        Yes.  Conducted regularly by Ministry of 
Economy. 
  E. International participation (e.g., participation

     laws, regulations, institutions, and implementation of 
     export and related border controls since 2004? 
 
 
        Slovakia joined the European Union (EU) on May 
     1, 2004. EU Law 1334/2000 (Amended in 2003 by EU 
     Regulation 149/2003) is now the controlling law 
     for dual use goods and technology exports. 
IV.  Do other governments (besides the US), inter- 
     governmental organizations (such as the European 
     Union), or non-governmental organizations institute 
     export control aid, assistance, or training programs? 
     If so, please provide details. 
       Yes.  The EU provides export control aid, 
    assistance and training programs. 
V.   Do other governments, inter-governmental 
     organizations or non-governmental organizations provide 
     equipment or IT resources for use in export control? 
     If so, please provide details. 
       Yes.  The EU has provided some equipment and IT 
    resources for use in export control.  The Peoples 
    Republic of China has also donated a Vehicle And 
    Container Inspection System (VACIS) to Slovakia. 
VI.  Please provide copies of all export control laws & 
     regulations.
