UNCLAS MADRID 000990 SIPDIS DEPARTMENT PASS TO EUR/WE E.O. 12958: N/A TAGS: EAIR, PTER, SP SUBJECT: SPAIN: DEMARCHE RESPONSE ON DHS LIGHTER BAN REF: STATE 41383 On March 4, TSA Stephen Perez delivered reftel points to Eugenia Llorens Beltran de Heredia, Subdirector General of Aviation Transportation in the Ministry of Public Works, and LTC Pedro Izquierdo, Chief of Border Security for the Guardia Civil (Spanish agency responsible for airport security). On March 15, Econoff delivered reftel points to Juan Luis Munoz de Laborde Bardin, desk officer for aviation affairs at the MFA. GOS officials were cooperative and responsive in regard to the issue and TSA will conduct follow-up meetings to ensure mutual understanding and effective compliance. MANZANARES
