1.  This is an action request.  See paragraph 4. 
 
2.  During a March 14 meeting with President of the National 
Security Bureau (NSB), Shaykh Sabah Al-Khaled Al-Sabah, the 
Ambassador applauded Kuwait's decision to sign the 
International Convention for the Suppression of the Financing 
of Terrorism and said he hoped the National Assembly would 
act soon to ratify it.  He further encouraged Kuwait to 
approve the Convention for the Suppression of Terrorist 
Bombings so that Kuwait would be in compliance with all 12 
international terrorism conventions. 
 
3.  On March 15, Shaykh Thamer Al-Sabah, NSB Office Director, 
informed post that Kuwait had signed the bombing convention 
on April 19, 2004 and deposited it with the UN.  The 
registration number is CN594 2004. 
 
4.  Action request:  Post requests the Department confirm 
that Kuwait is now a party to the 1997 convention and that 
the only action required by Kuwait for full compliance with 
the international conventions is ratification of the 1999 
terror financing agreement.
