(SBU) DFM Marta Altolaguirre will head Guatemala's delegation to the Commission on Human Rights. She is currently in Vancouver attending a conference on migration issues. Polcouns therefore delivered reftel demarche to Guatemalan MFA's Luis Carranza, deputy director for multilateral policy at the United Nations. Carranza expressed interest in our Cuba resolution but could not indicate a GOG position. 2. (SBU) Carranza said the GOG's priority at the CHR was to track and respond to the presentation of reports on Guatemala by four rapporteurs who visited Guatemala in the last year (rapporteurs on women, independence of judges, indigenous issues, and racial discrimination). 3. (U) Polcouns also sent copies of non-paper to Deputy FM Carlos Ramiro Martinez, Amb. Carla Rodriguez (U/S for Multilateral Relations who will attend part of the CHR), and Alma Cordero, advisor to Altolaguirre. HAMILTON
