C O N F I D E N T I A L LIMA 001228 SIPDIS E.O. 12958: DECL: 02/10/2015 TAGS: PHUM, PREL, PE, UNHRC-1 SUBJECT: UNHCHR-61 DEMARCHE REF: STATE 42847 Poloff delivered the demarche on U.S. positions for UNCHR-61 (reftel) to Carlos Roman, the Foreign Ministry's Director of Human Rights, on 3/11/05. Roman had no immediate comment, but said that he was departing for Geneva that night and that he would distribute our points at the Ministry and bring a copy with him to Geneva. STRUBLE
