UNCLAS KINGSTON 000687 SIPDIS DEPARTMENT FOR WHA/CAR (BENT) AND AC/CB (ESIDLER) E.O. 12958: N/A TAGS: JM, PARM, ABUD, ES, CWC, CBW, OPCW SUBJECT: DEMARCHE DELIVERED: CHEMICAL WEAPONS CONVENTION REF: STATE 026859 On February 16, Poloff called Sheila Sealy-Monteith, Director, International Organizations Department (IOD), Ministry of Foreign Affairs and Foreign Trade (MFAFT), to deliver reftel talking points. Sealy-Monteith accepted the information and then explaind that the GOJ's implementing legislation had been approved for drafting by the cabinet, and was subsequently drafted by the Chief Parliamentary Counsel. She said that the Ministry of Health, which is the government agency responsible the oversight and adoption of national implementing measures under Article VII of the Chemical Weapons Convention, will now review the draft and circulate it before it begins the approval process.
