1. (S/NF) On March 10, 2005, at 1030 hours, TDY Deputy Chief 
of Mission's Secretary, Shirley Hampton, received a telephone 
call from Chen Dayu, (DOB: 12AUG1964, Diplomatic Passport 
Number: D90006400) the Second Secretary, from The Embassy of 
the People's Republic of China. Chen Dayu indicated he had a 
gift to give to U.S. Ambassador John Rood. Chen Dayu stated 
he didn't feel comfortable meeting in the U.S. Embassy and 
wanted Shirley Hampton to meet with him in the lobby of the 
Colonial Hilton Hotel, located across the street from the 
U.S. Embassy, to pick up the gifts. 
 
2. (S/NF) At 1040 hours Shirley Hampton met with Chen Dayu in 
the lobby of the Colonial Hilton Hotel and picked up one bag 
of gifts. Upon returning to the U.S. Embassy, Shirley Hampton 
contacted the Regional Security Officer indicting she just 
met with Chen Dayu in the lobby of the Colonial Hilton Hotel 
and received a bag of gifts for Ambassador John Rood. 
 
The gifts presented to Ambassador Rood were: 
1)    One box containing four glass figures. 
2)    One box containing two chopsticks. 
3)    One typed note stating: 
 
Your Excellency, 
 
I feel privileged to write you, Sir 
As you may concern, I am still sad about the departure of my 
mentor Ambassador Jiao. However, I am glad that and Mr. Jiao 
have become good friends and you don't have to compete each 
other anymore. I would like to present to you, Sir, something 
very unique for your private collection. 
 
Sir, please accept my highest consideration.
