1.(U) Poloff contacted the two Czech firms involved in the 
license application reftel, which involves the purchase of 5 
2.0-4.0 Ghz Isolators by the Czech Firm Transtech, on behalf 
of the Czech firm Eldis Pardubice.  Poloff spoke with Pavel 
Vavrousek at Transtech, and with Mrs Jedaskova at Eldis 
Pardubice. 
 
2.  (U)  Transtech is a small firm of 6 people that acts as 
sales agent for several American firms, including L-3 
Communications Corp, which makes the isolators in question. 
They are only a sales and distribution company.  They do not 
integrate systems.  They are also the sales rep for many of 
the same American firms in the Slovak Republic.   A list of 
the companies Transtech represents can be found on their web 
site at www.transtech.cz/PARTNERI.HTM 
 
3. (U)  Transtech did confirm the order in question. 
Transtech ordered the 5 isolators on behalf of Eldis 
Pardubice,  which will use the part to construct new radar 
receivers for the Czech military.  The receivers will be used 
for air traffic control at Czech military bases. 
 
4.(U) Eldis also confirmed the order and the fact that the 
end user is the Czech military.  The transaction in question 
is part of a large contract the firm has with the Czech 
military.
