SUBJECT: THAILAND: SUBSCRIPTION TO THE HCOC

1. (U) PolOff delivered reftel demarche to Nawinee Plyoni
of the International Organizations Peace, Security, and
Disarmament (IO/PSD) division of the Ministry of Foreign
Affairs. Nawinee confirmed that Thailand planned to
subscribe to The Hague Code of Conduct against Ballistic
Missile Proliferation (HCOC). Nawinee noted, however, that
subscription to HCOC required cabinet level approval. Nawine
expects the cabinet decision to be little more than a
formality as the interested RTG agencies agreed in principal
on the HCOC. She cautioned, however, that she could not
predict when the cabinet will take up the issue, and was
unsure if Thailand would subscribe before the June HCOC
meeting in Vienna.
