(SBU) Emboffs have conveyed papers on the Australia Group Plenary as per refs (a), (b) and (c) to Austrian MFA Bureau for Nonproliferation and Arms Control. On March 7, we discussed the U.S. proposals with Director Dorothea Auer (Office of Biological and Chemical Weapons). Auer thanked us for the information. Concerning ref (a), Auer thought the idea of a Nonproliferation Seminar would be welcome in the Australia Group. She pointed out, however, that the Australia Group has no secretariat and inquired whether the U.S. would be prepared to take the lead and provide necessary organizational support. Brown
