Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

C O N F I D E N T I A L BUCHAREST 000566 SIPDIS STATE DEPT FOR EUR/NCE - WILLIAM SILKWORTH STATE ALSO FOR EUR/PRA, PR/WRA AND EUR/RPM E.O. 12958: DECL: 03/07/2015 TAGS: ETTC, MARR, MOPS, PREL, UP, MD, RO, NATO SUBJECT: ROMANIAN REACTION TO NATO TRUST FUND TO DESTROY UKRAINIAN WEAPONRY; POSSIBLE PFP TRUST FUND FOR MOLDOVA REF: STATE 32708 Classified By: POLITICAL SECTION CHIEF ROBERT GILCHRIST FOR REASONS 1.4 A, B AND D 1. (C) PolMilOff discussed possible Romanian support for a U.S.-led NATO/Partnership for Peace (PfP) Trust Fund to destroy Ukrainian munitions, SA/LW and MANPADS with MFA NATO Division Director Mirela Maghiar March 2. (Reftel) Maghiar stated that the GOR would "seriously consider" supporting the trust fund. She observed that the launch of the trust fund sends a "good message" to Ukraine in the wake of recent democratic developments there and is an important step toward developing the NATO-Ukraine partnership. 2. (C) Turning to Moldova, Maghiar noted that the GOR is "very preoccupied" with the development of the PfP trust fund for Moldova, which needs funding and which seems to evince "little interest" from NATO allies. Maghiar did not link possible Romanian support for the Ukraine Trust Fund with greater support for PFP in Moldova, but stressed that the GOR strongly supports multilateral efforts to strengthen democracy in Moldova. 3.
