Bett s for reasons 1.4 (b) and (d). (C) PolMilOffs delivered information provided reftel to Togan Oral of MFA's Directorate for Intelligence on March 7. Oral agreed to conditions outlined in reftel, namely that GOT is willing to accept his return and that the individual will be treated humanely and in accordance with international obligations for any period that he remain within government control. He said he would get back to us on which airfield the GOT would prefer to use to effect the transfer, noting that previous such transfers had taken place at Incirlik Air Base. Oral said that he will be the temporary point of contact for transfer logistics. EDELMAN
