1.  (C)  Political Chief delivered 6 March ref A demarche on 
the proposed Administrate Review Board (ARB) Proceedings for 
the ten Kuwaiti nationals currently detained at Guantanamo 
Bay, Cuba to Ambassador Khalid Al-Maqamis, MFA Director of 
Co-ordination and Follow-Up.  Al-Maqamis said he was aware of 
the scheduled March 28 proceedings and informed PolChief that 
the information requested for the ARB, including the punitive 
measures the GOK would take were a detainee repatriated, had 
been hand-delivered by Kuwaiti Ambassador to the U.S. Salim 
Al-Abdallah Jabir Al-Sabah to Secretary of the Navy England 
in early February.  Al-Maqamis showed PolChief the draft note 
prepared by the Kuwaiti Embassy which stated that the GOK 
would detain and prosecute any detainee returned to Kuwait. 
(Note:  Al-Maqamis did not know whether a copy of the note 
had been sent to the Department and said he would instruct 
the Kuwaiti Embassy to send one soonest.  End note.) 
 
2.  (U)  Action Request:  Please confirm that the officials 
responsible for ARBs have received the desired information 
from the GOK.  If additional information is required, please 
provide specific guidance on what the GOK must submit before 
the March 28 review.
