UNCLAS GUATEMALA 000564 SIPDIS E.O. 12958: N/A TAGS: PHUM, PREL, GT SUBJECT: GUATEMALA ON CSW DECLARATION, OP 1 REF: STATE 35769 Poloff delivered reftel demarche to MFA Assistant Director for Multilateral and U.N. Affairs, Luis Carranza, on March 2. Carranza had already heard about the U.S. amendment from Guatemala's delegation to the Commission on the Status of Women (CSW). Carranza described the amendment as controversial and polarizing and implied that it was unnecessary. Nevertheless, he suggested that the substance of the amendment was not inconsistent with Guatemala's own views. Carranza said the Guatemalan delegation had already considered making an Explanation of Position and would discuss including reftel points. Guatemala's highest ranking official on women's affairs, Gabriela Nunez, is presently in N.Y. leading Guatemala's delegation to the CSW. HAMILTON
