US embassy cable - 05GUATEMALA564

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

Poloff delivered reftel demarche to MFA Assistant Director
for Multilateral and U.N. Affairs, Luis Carranza, on March 2.
Carranza had already heard about the U.S. amendment from
Guatemala's delegation to the Commission on the Status of
Women (CSW). Carranza described the amendment as
controversial and polarizing and implied that it was
unnecessary. Nevertheless, he suggested that the substance
of the amendment was not inconsistent with Guatemala's own
views. Carranza said the Guatemalan delegation had already
considered making an Explanation of Position and would
discuss including reftel points. Guatemala's highest ranking
official on women's affairs, Gabriela Nunez, is presently in
N.Y. leading Guatemala's delegation to the CSW.
