Bett s for reasons 1.4 (b) and (d). (S) PolMilOff delivered reftel demarche March 2 to Alper Coskun, MFA Head of Department for NATO Military Affairs. Coskun responded that Turkey had been among the first Allies to note the NRDC Report, and to reaffirm its commitment to NATO's "neither confirm nor deny" (NCND) policy. He said that Turkey is in full agreement with the HLG Chairman's letter. Coskun noted that the GOT has deployed NCND in response to numerous press inquiries about special munitions in Turkey. EDELMAN
