Please protect accordingly. (SBU) Post delivered reftel demarche March 3 to Tigran Samvelian, Counselor in the Department of International Organizations in the Armenian Ministry of Foreign Affairs. He stated that Armenia abstained from the vote in the Sixth Committee because Armenia has not decided its position. He had not seen a text of the proposed declaration, and Post gave him a copy as provided in the reftel. Samvelian said that the GOAM will consider the U.S. position and possibly block amendments during debate to avoid the necessity of last minute instructions from Yerevan. EVANS
