UNCLAS SECTION 01 OF 02 ASUNCION 000772 SIPDIS E.O. 12358: N/A TAGS: OTRA, MASS, PA SUBJECT: US Embassy Asuncion Terms of Reference (TOR) Concurrence for Special Forces Joint Combined Exchange for Training (CBT JCET) deployment to Paraguay on SPA2005JCET230WH REF: TERMS OF REFERENCE (TOR) FOR SPECIAL OPERATIONS DEPLOYMENT TO PARAGUAY ON MISSION SPA2005JCET230WH, FY05-4 DTG 022105Z MAR 05 1. The Chief of Mission, Ambassador John F. Keane, Chief USODC, COL Carlos A. Calderon and General de Ejrcito Jos Key Kanazawa, Commander in Chief of the Paraguayan Armed Forces, have concurred/ approved with this deployment and the TOR. 2. Country Team concurs with dates of PDSS, ADVON and Main Body and the training POI. 3. The special operations elements of the Regimiento Escolta Presidencial (REP)[Military Secret Service Equivalent] (22 pax), Comando SIPDIS Infantera de Marina (COMIM)[Marine Comandos] (6 Pax), Secretaria Nacional Anti Drogas (SENAD) [Military component of DEA equivalent](6 Pax), Tropas Especiales(TEE) [Army SF equivalent] (6 Pax), Brigada Aerotransportatda (BAT)[Airborne equivalent] (6 Pax) and Secretaria de Prevencin e Investigacin de Terrorismo (SEPRINTE) [Special CT Police] with Fuerzas Operacionales Policiales Especiales (FOPE) [National Police](4 Pax combined) will participate. A total of 50 Pax will train. Training locations will be Asuncion, Cerritos, Vista Alegre, and Pozo Colorado. 4. PA units to be trained are the nucleus of a joint CT company now taking shape. The REP, under the Paraguayan military concept is the urban warfare hostage rescue unit. As such they are the he hosting unit. The CT Company, SEPRINTE and FOPE send members from their units to facilitate standardization of tactics techniques and procedures. The SENAD, the Paraguayan DEA equivalent, includes a military component from the different military services, and has direct responsibility for counter narcotics operations. Given the nexus between narcotics trafficking and terrorism they form a part of this capability and stand to gain by standardization of the TTP for CQB. 5. ODC Operations Officer will provide threat update upon arrival. Deploying forces need to conduct their own force protection threat assessment and RDAs. Recommend this be a task of the ADVON. ODC will support as necessary. 6. COL Carlos A. Calderon, CHODC Paraguay, is the CDR USSOUTHCOM designated risk determination authority and has TACON for force protection over deployed forces. COL Carlos A. Calderon's assessment is that contact with hostile elements is unlikely and the area is secure and adequately protected. 7. The general threat in Paraguay according to the Department of State SETL is HIGH for transnational terrorism, LOW for indigenous terrorism and HIGH for crime. Crime consists of larceny, robbery and rarely at gun point. There appears to be no direct targeting of U.S. personnel. Host nation military will provide sufficient security to deter threat to U.S. personnel and equipment on military installations and in transit. 8. Weapons and ammunition will be transported IAW U.S. Embassy and Army policies and regulations. Chief of Mission, DCM, and CHODC are approval authorities for any use of weapons outside of the training areas or during transit of weapons, ammunition or sensitive items for force protection. Prior to deployment of weapons the following information must be provided to ODC for submission to RSO: Make, Model, Serial Number. 9. Maximize use of unclassified transmission. For all classified messages use a tear line. All information which is authorized for release to the Paraguayan Armed forces in order to coordinate the exercise mentioned in reference above should be marked as: (U//FOUO//REL TO USA and PRY) or (C//REL TO USA and PRY). Approval authority for special markings is your Foreign Disclosure Officer. Information that is improperly marked will result in a delay or cancellation of mission due to ODC's inability to release information if improperly marked. 10. Deploying units should have a Public Affairs plan. Elected politicians and cabinet level officers of the government of Paraguay are frequently invited to final exercise to aid in transparency issues that will secure further training opportunities. The Press is invited to specific events such as the final exercise. 11. Legal protections in support of this deployment will be requested via a Dipnote. 12. All country clearances for PDSS, ADVON and Main Body deployments should include a complete listing of both Primary and Alternate personnel. Units should anticipate last minute changes that necessitate this flexibility and build it into the Country Clearance Request. Reference to the total number of personnel who will deploy should be made in the body to clarify, for example "no more than 10 personnel will deploy in support of this deployment." By doing so administrative burden to process changes is eliminated. 13. POC/Major Tod C.
