(U) Pol/Econ delivered reftel demarche 2 March to Director of Bilateral Affairs at the Ministry of Foreign Affairs, Mohamed Ali Hassan. Hassan stated issues such as ballistic missiles were more of a concern for certain countries. He continued that Djibouti normally waits until a general consensus is formed and usually has no problem following suit. Hassan said he would pass the information on for review. RAGSDALE
