1. (U) This cable contains an action request. See
paragraph 5.
2. (U) On February 19, 2005, Quirino Ernesto Paulino
Castillo was extradited from the Dominican Republic to the
United States in the company of a U.S. Marshal. Paulino
Castillo, reftels A and B, is wanted to stand trial in the
Southern District of New York on federal narcotics charges.
3. (U) Paulino Castillo was arrested by the Dominican
National Directorate of Drug Control (DNCD) after a
successful joint investigation by the DNCD and the U.S. Drug
Enforcement Administration. The extradition of Paulino
Castillo is the first extradition case subject to the
provisions of the new Dominican Criminal Procedural Code (ref
c). Septel will provide greater detail on the new
extradition process in the Dominican Republic.
4. (U) Paulino Castillo is the sixteenth fugitive subject
to extradition returned to the United States during the
second administration of President Leonel Fernandez. He is
the third fugitive returned from the Dominican Republic the
United States in 2005.
5. (U) ACTION REQUEST. The Dominican Attorney General's
office has requested the USG provide it with the final case
disposition and sentence information in all cases in which a
fugitive subject to extradition is returned to the United
States. Embassy Santo Domingo requests the Department and
Department of Justice provide us case disposition and
sentencing information on Paulino Castillo as soon as it
becomes available.
