(C) CDA delivered reftel talking points to MFA Director for Western Affairs Ambassador Khalid Babtain on February 20. Babtain said that Kuwait had a clear understanding of what is at stake in Iraq and would work closely with the U.S. to support the political transition and reconstruction.
