1. (C) CDA delivered reftel talking points to MFA Director 
for Western Affairs Ambassador Khalid Babtain on February 20. 
 Babtain said that Kuwait had a clear understanding of what 
is at stake in Iraq and would work closely with the U.S. to 
support the political transition and reconstruction.  The 
GOK's public statements will reflect that as well as support 
for the choice of the Iraqi people expressed in the January 
30 election.
