1. (SBU) Embassy delivered Haiti policy points (para 6 ref A)
to MFA director for UN, OAS, and international organization
affairs Michelle Cohen and OAS affairs coordinator Johanna
Calderon on February 11. They expressed appreciation for the
information, underscored the Dominican Republic's particular
interest in stabilizion of Haiti, and expressed support for
the planned democratic election process in that country.
They confirmed what the Ambassador had heard previously from
Foreign Minister Carlos Morales Troncoso (ref B): that he
would attend a French-sponsored donors' meeting on Haiti in
French Guiana in March. They offered no further details.
