SUBJECT: SPECIAL SELF-HELP ANNUAL YEAR-END REPORT 
 
1. In FY 2004, Post funded eight Self-Help projects in 
Djibouti totaling USD 55,700.  Post selected these projects 
in accordance with its Mission Program Plan (MPP) objectives 
in civil society development, economic development, public 
diplomacy and counter-terrorism.  Projects were located in 
all of Djibouti's five administrative districts, including 
more remote northern areas.  The projects include income 
generating sewing and artisan workshops, funding for 
rehabilitation and reconstruction of two youth centers to 
aid in keeping the youth from delinquency.  Also, farmers 
were funded to provide tools and water pumps for irrigation 
to increase productivity.  All the funds were obligated 
before September 25, 2004 and supporting documents were 
forwarded to USAID/Addis Controller. 
 
2.  Following is a list of funded projects: 
A.   IAANo. SSH-04-603-001 
Activity Title: Artisan Workshop 
Description: This workshop is designed to train young 
unemployed girls to have sewing and artisanal skills that 
will be used for income generation. 
Beneficiaries:  Women and girls and their families. 
Location: Ali Sabieh District, village of Ali Sabieh. 
U.S. Contribution: USD 3,300 to fund the purchase of sewing 
machines and artisan materials. 
Local Contribution: Building space and trainers, as well as 
maintenance of the equipment. 
Agreement Signed: September 9, 2004 
Status:  The project will start by the first of October. 
 
B. IAANo. SSH-04-603-002 
Activity Title:  Income Generating Activities for Women. 
Description:  Setting up a sewing workshop to create 
employment for women from a poor neighborhood. 
Beneficiaries:  Women of the village of As-Eyla. 
Location: Dikhil District, village of As-Eyla. 
U.S. Contribution: USD 3,000 for sewing machines, cloth, and 
furniture. 
Local Contribution: Building space, training and maintenance 
of the sewing machines. 
Agreement signed:  September 9, 2004 
Status:  The project will begin by October 1, 2004 
 
C. IAANo. SSH-04-603-003 
Activity Title:  Rehabilitation of Sport Center for Youth. 
Description:  Teaching children Karate-Judo after school to 
keep them off the street, away from drugs, and delinquency. 
Beneficiaries:  Children of the area. 
Location: Djibouti District, Djibouti City. 
U.S. Contribution:  USD 3,700 for construction material. 
Local Contribution:  Building space and teachers.

D.  IAANo. SSH-04-603-004 
Activity Title:  Rehabilitation of Women's Center and Sewing 
Workshop. 
Description:  Renovation of the Women's Center and Sewing 
Workshop. 
Beneficiaries:  Women in Obock. 
Location:  Obock District, Obock 
U.S. Contribution:  USD 7,000 for construction material, 
sewing machines and cloth. 
Local Contribution:  Building space, teachers and 
maintenance of the materials. 
Agreement Signed:  September 9, 2004 
Status:  The project will begin by October 1, 2004 
 
E.  IAANo. SSH-04-603-005 
Activity Title:  Reconstruction of the Dorra Youth Center. 
Description:  Reconstruction of the youth center in a 
village with a very high youth population.  The purpose is 
to keep the youth away from drugs and delinquency. 
Beneficiaries:  All youth of Dorra. 
Location: District of Tadjoura, Dorra village. 
U.S. Contribution:  USD 14,000 for construction materials, 
sports equipment. 
Local Contribution:  Skilled and unskilled labor.

Status:  The project will begin by October 1, 2004 
 
F.  IAANo.  SSH-04-603-006 
Activity Title:  Farming Implements and Water Pumps. 
Description:  This area was severely affected by the last 
flood and the farmers lost their equipment, tools and crops. 
This grant will help them begin again. 
Beneficiaries:  Farmers and their families numbering 500 
people. 
Location:  Djibouti District, Ambouli, Doraleh, and Wea 
areas. 
U. S. Contribution:  USD 10,000 for water pumps and farming 
implements. 
Local Contribution:  Transportation of material, unskilled 
labor. 
Agreement Signed:  September 9, 2004 
Status:  The project will begin by October 1, 2004 
 
G.  IAANo.  SSH-04-603-007 
Activity Title:  Reinforcing Agriculture in Gobaad. 
Description:  Development of agriculture in Gobaad by 
providing water pumps and agriculture implements. 
Beneficiaries:  Farmers and their families of Gobaad. 
Location:  Dikhil District, Gobaad area. 
U.S. Contribution:  USD 11,000 for water pumps and 
agricultural implements. 
Local Contribution:  Well renovation. 
Agreement Signed:  September 9, 2004 
Status:  The project will begin by October 1, 2004. 
H.  IAANo.  SSH-04-603-008 
Activity Title:  Income Generating Activity. 
Description:  Replacing old sewing machines. 
Beneficiaries:  200 women of the association and their 
families. 
Location: Djibouti District, Djibouti City 
U.S. Contribution:  USD 4,000 for machines, cloth and 
furniture. 
Local Contribution:  Building space and trainers. 
Agreement Signed:  September 9, 2004 
Status:  The project will begin by October 1, 2004.
