(C) On February 11, Emboff delivered Sudan action demarche and talking points to Faruque Faquira, head of department for United Nations issues at the Ministry of Foreign Affairs. Faquira said that Mozambique "had no philosophical disagreement" with the concept of an African Union-United Nations tribunal for Sudan, but that he would have to submit the proposal to the MFA legal affairs department for further study. Faquira committed to giving a more definitive reaction to the proposal by the end of February. He was non-commital on the issue of sanctions against Sudan, but sounded very skeptical of the idea.
