Per Ref A, on February 4, Post delivered talking points to 
the Ministry of National Security (MNS) regarding the 
upcoming OAS CICTE Fifth Regular Session in Port of Spain. 
The GOJ's delegation will be led by MNS Parliamentary 
Secretary Kern Spencer who will be accompanied by Karl

Hamilton, Director for Intelligence and Security.  Hamilton 
advised Poloff that the GOJ would not be in a position to 
ratify the Inter-American Convention Against Terrorism until 
it passes its Terrorism Prevention Act (Ref B) which it is 
anxious to do.  However, Hamilton could not state when the 
legislation was expected to be tabled in Parliament.  He also 
noted that the GOJ had not prepared its annual report to 
CICTE because it "had not received a request nor a reminder 
to do so."
