On February 10, 2005, Econoff faxed the agenda and annotated information provided in reftel to Ambassador Gail Mathurin, Undersecretary for Foreign Trade at the Jamaican Ministry of Foreign Affairs (MFA). The same day, Econoff made a follow-up call to the MFA to confirm receipt of the agenda documents. Econoff was told by Wayne McCook, Senior Director of Foreign Trade at the MFA, that Ambassador Mathurin was on vacation, and that no representative from the MFA would be attending the Senior Officers' meeting due to the staffing needs of an upcoming Ministerial meeting. 2. McCook informed Econoff that Jamaica would be represented at the meeting by Ransford Smith, the Jamaican Ambassador to the United Nations and Specialized Agencies in Geneva. McCook stated that Smith would receive copies of the agenda and that he had been "fully briefed". TIGHE
