1. (S) Colombian PolOff Raul Sanchez advised PolOff that the
GOC wants the GOP to publicize as much information as
possible regarding the FARC's involvement in the Cecilia
Cubas kidnapping and other crimes in Paraguay, prior to
President Uribe's meeting with President Chavez next week.
The Colombian Embassy is urging Attorney General Oscar
Latorre to release information regarding email communication
between recently captured FARC leader Rodrigo Granda and
Patria Libre party members Osmar Martinez and Anuncio Marti
(reftels), including an email address believed to be
Granda's, but not the content of email messages. According
to Sanchez, Latorre plans to release the information around
noon on February 10.
2. (S) Sanchez added that the Colombian Ambassador in
Paraguay will ask Ambassador Keane to seek Embassy Bogota's
assistance in convincing Colombian intelligence services to
increase their focus on FARC activity in Paraguay.
