Jose Gutierrez Maxwell, Director General for Latin American
Policy, the morning of February 2. Maxwell is part of the
delegation representing the GOA at the Cartagena Conference.
Other members of the Argentine delegation are Ambassador Ana
Cafiero, Special Representative for International Cooperation
Issues, and Ambassador Martin Balza, Argentine ambassador to
Colombia.
