(U) This message is sensitive but unclassified. 2. (SBU) Embassy Vienna received reftel points at COB on February 1 and conveyed them immediately to Austrian MFA Americas Bureau. Pol Unit followed up on February 2. MFA informed us that the points had reached them after the departure for Cartagena of acting bureau head Kornelia Weihs. Americas Bureau secretariat undertook to forward the points to Ambassador Hans-Peter Glanzer in Bogota, who will lead the Austrian delegation to the Cartagena conference. Brown
