Reason 1.4 (b) and (d). 1. (C) As instructed in reftel, nonpaper was delivered to FAC Nonproliferation, Arms Control and Disarmament Division Deputy Marina Laker on January 31, 2005. Laker expressed appreciation for USG's efforts to initiate consultations early in the process. She said she would be circulating the U.S. nonpaper to Canadian missions abroad and to other Foreign Affairs counterparts during the week but was noncommittal about FAC's timeframe for a reaction to the content.
