Stillman for reasons 1.4(B) and (D) 1. (C) Senior Foreign Ministry officials are accompanying a visiting British Minister, and are unavailable for meetings on January 25. We do not believe that we can most effectively present the Sudan Tribunal demarche to the relatively junior officer who is available for meetings on January 25. Charge will meet with Liberata Mulamula, the director of the Foreign Ministry's Department of Multilateral Affairs on the morning of January 26. Ambassador Mulamula is a respected senior diplomat; she is well-positioned to present the case for the Sudan Tribunal to the rest of the Tanzanian government. STILLMAN
