US embassy cable - 05MADRID184

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

We delivered reftel talking points to Antonio Garcia Roger,
MFA Assistant to the Deputy Director General of Human Rights
on January 18. Garcia Roger transmitted talking points on
resolutions to come up during the spring 2005 Commission on
Human Rights meeting by fax and telephone to MFA Deputy
Director General of Human Rights Jose Antonio de Ory Peral.
De Ory Peral was attending EU Council Working Group on Human
Rights (COHOM) meetings in Brussels and did not have an
immediate comment. He promised to notify us of Spanish
positions at a later date.
