1. (C) This is an action request, see paragraph 3. 
 
2. (C) POLOFF delivered reftel demarche to first secretary in 
the Directorate General for Security Affairs at the Turkish 
Ministry of Foreign Affairs (MFA) Togan Oral on 18 January. 
The Turkish delegation to the Saudi counterterrorism 
conference will be led by Ambassador Hayati Guven, the new 
Director General for Security Affairs at the MFA.  Oral will 
also participate for the Turkish side.  In addition, three 
representatives from the Turkish National Police (TNP) will 
attend.  The TNP has not yet named the members of its 
delegation, but its delegation will include experts from the 
TNP's counterterrorism department, anti-smuggling department, 
and intelligence department. 
 
3. (C) Oral asked POLOFF about planned official USG 
participation at the Club of Madrid's 8-11 March 
"International Summit on Democracy, Terrorism, and Security". 
 The Club of Madrid is an NGO focusing on democratization 
issues.  It's internet address is www.clubmadrid.org.  Post 
requests information about any official or unofficial US 
delegations planning to attend the conference.
