Monroe (C) Ambassador, during a January 4 meeting with MFA Minister of State Abdel Ghaffar, provided reftel analysis of how our two countries could ratify the Article 98 agreement through an exchange of diplomatic notes, as well as suggested language for an exchange of notes. Abdel Ghaffar, after reiterating once again the difficulty he would have pushing the agreement through parliament, said he would look carefully at the materials and get back to us. MONROE
