SUBJECT: EMBASSY RECEIVES LETTER FROM IARA-LINKED TF 
DESIGNEE KHALID AL-SUDANI

1. On December 9 post received a faxed copy of a letter 
addressed to the "Ambassador of U.S. Embassy in Jordan" and 
signed by "Khalid Ahmed Al-Sudanee, Regional Director, 
Islamic Relief Agency (ISRA)."  In his letter, Mr. al-Sudani 
appears to take issue with the U.S. domestic designation of 
him as a financier of terrorism (by OFAC, October 13, 2004 - 
reftel).  The letter claims specifically that Mr. al-Sudani 
and his organization never had any contact with Hamas or with 
any other "jihad organization," states that he and his 
organization have been working in Iraq in cooperation with 
U.S. advisors to the Iraqi Ministry of Labor and Social 
Affairs, and provides names of U.S. military officers with 
whom he claims to have worked.  Mr. Al-Sudani also states in 
his letter that he would be available to answer queries from 
the U.S. government, and he provides his contact information. 
 
2. ACTION REQUEST: Post has faxed copies of Mr. Al-Sudani's 
letter to the Jordan desk officers at the Departments of 
State and Treasury.  Post requests guidance on handling the 
letter and requests that any contact with Mr. Al-Sudani be 
coordinated with post.
