REF:  November 22 Ajibola Akeju e-mail message to FAA 
 
Nigeria's Ministry of Aviation completed the 2004 Nigerian 
Civil Aviation Bill in mid-November.  Nigeria's Federal 
Executive Council (cabinet) approved this draft on December 
22, and the Nigerian National Assembly will soon consider 
this bill.  Embassy Abuja expects the National Assembly to 
hold public hearings on this legislation and invites FAA 
addressees to comment on the draft Civil Aviation Bill that 
the Embassy sent them some time ago.
