SUBJECT: JORDAN'S COMPLIANCE WITH COUNTERTERRORISM 
CONVENTIONS AND PROTOCOLS

1.  (U)  Poloff delivered ref demarche to MFA Legal Adviser 
Samer Naber on December 21.  He confirmed that Jordan had 
acceded to two additional conventions and protocols earlier 
this year, adopting the Convention for the Suppression of 
Unlawful Acts Against the Safety of Maritime Navigation and 
the Protocol for the Suppression of Unlawful Acts Against the 
Safety of Fixed Platforms Located on the Continental Shelf. 
Jordan's accession was published in the Jordanian Gazette and 
has become part of Jordanian law.  As a result, Jordan is now 
party to ten of the 12 international counterterrorism 
conventions and protocols. 
 
2.  (U)  Regarding the remaining two conventions to which 
Jordan is not yet a party, the Convention for the Suppression 
of Terrorist Bombings and the Convention on the Physical 
Protection of Nuclear Material, Naber stated that they are 
currently under active study by the GOJ.  He said the 
Jordanian nuclear commission has reviewed the provisions of 
the latter, and recommended to the Prime Minister that Jordan 
become a party.  Naber did not know when the Prime Minister 
would make his decision, but he anticipated it would be 
favorable.  He promised to keep us apprised of developments 
related to these two conventions.
