UNCLAS MADRID 004768 SIPDIS DEPARTMENT FOR OES/STC (GEORGE DRAGNICH) AND EUR/WE E.O. 12958: N/A TAGS: OSCI, PREL, SP SUBJECT: SPANISH CONGRESS RATIFIES S AND T AGREEMENT EXTENSION 1. This is an action request for OES/STC -- see para 3. 2. Embassy has received Spanish Foreign Ministry Note Verbal 385/2.3, dated December 14, 2004, informing us that the Spanish lower house and Senate had ratified the January 20 and February 2, 2004 exchange of notes extending the validity of the October 27, 1994 bilateral Education, Culture, and Science Cooperation Agreement. The note indicates that this congressional ratification was the final legal step Spain needed to accomplish to bring the agreement extension into legal force in Spain. The note concluded by requesting a formal note verbal from the U.S. side regarding our efforts to bring the agreement extension into legal force in the U.S. 3. ACTION REQUEST: Please provide via front channel cable or EMail (forderk@state.gov) the text of a note verbal we can use to respond to the GOS request. MANZANARES
