US embassy cable - 04ANKARA6965

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

1. This message was coordinated with Amconsul Istanbul.

2. Embassy delivered ref A Commandant Order barring
Kaptanoglu vessels from entering U.S. territorial seas
to the Turkish MFA via diplomatic note 1790 on December
14. We also conveyed ref A talking points to both MFA
and the Maritime Undersecretariat. GOT contacts did not
offer any reaction on this issue. Istanbul PolEcon
Chief delivered the Commandant Order to Ms. Sadan
Kaptanoglu, Member of the Board of Kaptanoglu Shipping
Group, who told us that the company is in touch with
Coast Guard Captain Sturm and is working to prepare an
acceptable crew security plan. KSG is attempting to
complete this in time to permit the Cenk Kaptanoglu to
