This message was coordinated with Amconsul Istanbul. 2. Embassy delivered ref A Commandant Order barring Kaptanoglu vessels from entering U.S. territorial seas to the Turkish MFA via diplomatic note 1790 on December 14. We also conveyed ref A talking points to both MFA and the Maritime Undersecretariat. GOT contacts did not offer any reaction on this issue. Istanbul PolEcon Chief delivered the Commandant Order to Ms. Sadan Kaptanoglu, Member of the Board of Kaptanoglu Shipping Group, who told us that the company is in touch with Coast Guard Captain Sturm and is working to prepare an acceptable crew security plan.
