Tueller, Reasons 1.4(b) and (d) (C) Visiting NEA DAS Philo Dibble delivered reftel demarche on December 14 to MFA Americas Department Head Ambassador Khaled Al-Babtain. Al-Babtain was receptive to the demarche, saying that Kuwait shares these views entirely. On December 15, Ambassador conveyed the same points to National Security Bureau President Shaykh Sabah Al-Khaled Al-Sabah, who is responsible for inter-ministerial coordination on these issues.
