1. (C) We delivered ref A demarche on December 15 to MFA
Americas Department Head Onder. We emphasized ref B points
that released dissidents attribute their release to
international pressure, not the Spanish, and that dissidents
oppose Spanish proposals to not invite them to national day
receptions.
2. (C) Onder declined to predict the GOT response; he said
the government is currently focused on the results of the
December 17 EU Summit and will only formulate a response
thereafter.
