(SBU) PolMilCouns discussed reftel demarche Nov. 29 with Avni Botsali, MFA Head of Iraq Desk. PolMilOff followed up Dec. 1 with Korkut Gungen, Head of the OSCE Section. Gungen responded that Turkey supports an OSCE election observer mission for Iraq. Gungen said that the GOT believes OSCE has the "necessary experience and expertise" to carry out such a mission. 2.
