FITZPATRICK. REASON 1.4 (B) & (D) (C) Immediately upon receipt of reftel November 24 urging strong national statements at the November 25-26 IAEA Board of Governors meeting on Iran, PolCouns spoke with MFA political affairs director general Rafael Dezcallar to encourage Spain to include our suggested elements in its national statement. We also asked MFA to deliver our points to the deputy director for International Disarmament Affairs, Marcos Rodriguez who is in Vienna for the BOG meeting. (Rodriguez directly oversees Iran non-proliferation issues.) Dezcallar told Polcouns that Spain shares U.S. views on maintaining international pressure on Iran to abide by its safeguard obligations and to remain committed to its latest suspension pledge, and that this sentiment likely would be reflected in Spain's statement. However, he did not specifically undertake to include our elements. Rodriguez' office in Madrid November 26 had as yet no readout on the Spanish statement. MANZANARES
